Is there any way to delete folders and files with utf-8 names in Windows? When i try the following command i get "The system can not locate the specified file path"

Additionally when i use 7zip i get the same error as well as the syntax of file name is invalid when i try to compress it and afterwards delete it via specified option.

Any idea that would help me?
