Items appears in cache when working offline: why/how?

I have a separate Firefox profile that is opened programmatically using exec in Tcl that opens with the offline flag. When it opens, if look under the File menu, work offline is already checked. And I never use that profile to do anything apart from what this application does which is always offline only.

I was looking in the cache to see how blob urls are stored—in memory or also on disk in cache—and noticed items cached within the past few minutes, which include little icons for Kohls, JetBlue, Petco and several places of which I've never heard; and I don't think I've ever visited any of these sites on any profile in any browser on my machine.

Why and how do they appear? My settings are strict, do not fix, block cookies, studies off—all as strict as can be selected.

I don't understand how an offline profile can have items added to the cache when offline and when blocking everything possible in settings.

Thanks for any guidance you maybe able to provide in preventing this.
