App Store Connect License Agreement update loop: Account prompts to enroll but throws "Already associated with the Account Holder" error

Summarize the problem: I am facing an issue with my Apple Developer account where I cannot accept the updated License Agreement:

  • When I try to add a new app or submit an update in App Store Connect, it requires me to review and accept the latest agreement, displaying the banner: "Apple Developer Program License Agreement Updated. In order to update your existing apps and submit new apps, the Account Holder must review and accept the updated agreement..."

  • However, there is no direct link or prompt to accept the agreement anywhere in App Store Connect or the Business/Agreements tab.

  • When I navigate to my Apple Developer Account ([developer.apple.com/account](https://developer.apple.com/account)), it shows a "Join the Apple Developer Program - Enroll today" banner as if the account is not enrolled, even though membership and payment are fully active.

  • Clicking "Enroll today" leads directly to an error page: "Sorry, you can't enroll at this time. Your Apple Account is already associated with the Account Holder of a membership."

Because of this loop, I cannot find or accept the agreement, completely blocking me from creating/adding new applications and updating existing ones.

Describe what you’ve tried:

  • Navigated through App Store Connect (Agreements, Tax, and Banking) and Developer Account pages looking for the agreement popup/button.

  • Logged out, cleared browser cache, and logged back in using the Account Holder Apple ID.

  • Attempted clicking "Enroll today" to trigger the flow, but it constantly throws the ineligible/already associated error.

Has anyone encountered this mismatch where you cannot access the agreement to accept it, and how can this be resolved?
