I am completely new to Wix, and I've inherited a Wix installer that was created some time ago. I need to update the installer to include the Net Framework 4.8 installer, and install if net 4.8 is not there. I think I'm close, except that the installer is looking to download the package from the internet, and I want to include it in the installer itself.

We are using Wix 3.14. I looked at the Firegiant docs, all that seems to be oriented towards the latest version. I understand that if I move beyond v3, I'll have to change a lot of our existing wxs files.
