I have been looking for html to pdf converter, which is non chromium, can run in azure function consumption plan, having ability to handle complex CSS. Should support basic RTL and should be cost effective.

I have tried many but most chromium is not working in AZ consumption plan, AGPL is no because of price and licensing ambiguity.

I want to use it for converting 1 Million html to PDF monthly.
