reloading client side file after page reload using javascript

Is it possible to reload a client side file after a page reload?

I'm building a web-map where the client can set a file containing coordinates to display via an input element of type file returning a File object which is then loaded using a FileReader. The map can display data from various databases that are accessed on the server side via php-scripts, thus a change of databases to use requires a page reload at which point it is desirable to reload the user defined coordinate file. Is this possible to achieve?

I've been looking at the File() constructor but do not see a way to connect a File object set up using this to an actual file on the client disk. Further I've failed to figure out how to get the absolute path to the filed set by the client as the .name property is only the file name (excluding the path). An
