I'm getting a 400 bad request error sometimes when attempting to create new rdc accounts with: /a/mobile/api/v0/institutions/{institutionId}/users/{userId}/rdcAccounts

Please note that we perform these updates in a batch automation script. We get several of these 400 errors in any given run. Sometimes when running the script again, the same request that returned a 400 response the first time, works the second time. It does seem like this particular user id and others error out every single time, however.
