Changing "All documents" view header background color in standard HCL Notes Mail database

I use HCL Notes v14.0. And I would like to change background color for "$(All)" view header.

Let say I want to set red background for the view header. I set relevant color in the view properties.

And if I display this view WITHOUT frameset, it displays header color correctly:

But when I display the same view inside of frameset (MailFS), it has been displayed in different color:

What I don't understand, where this background color is being controlled, if the same view is displayed inside of frameset?
