Windsurf and Antigravity installers freeze on "Extracting files..." after upgrading to Windows 11 25H2

After my PC automatically upgraded to Windows 11 25H2 (build 26200.7840 on 2/26/2026), I can no longer install any apps that use this installer type. Both Windsurf and Antigravity freeze completely at the "Extracting files..." screen every single time. The installer becomes fully unresponsive, hover effects on buttons stop working, I cannot move the window, and Task Manager shows 0% CPU and 0 MB/s disk activity for the installer process.

Things I have already tried:

  • Disabled Windows Defender real-time protection

  • Fresh downloads of both installers

  • Different install paths including C:\Windsurf

  • Cleared AppData/Local/Temp

  • SFC /scannow and DISM, no issues found

  • chkdsk, no issues found

  • Windows "Reinstall now" repair via Recovery settings

  • Virtual memory already set to 24576-36864 MB

  • Running installer with nothing else open, still 90% memory usage at idle

Specs: HP ENVY x360, Intel i5-1135G7, 8GB RAM, Windows 11 Home 25H2 build 26200.7840

Has anyone experienced this issue or know a fix?
