Replicating Material in Concept for Procedural Material in Blender

I was just wondering if anyone would be able to help me replicate this rendering style of the concept below for a small indie project.

I'm quite new to Blender and at that Procedural Shaders (all I can make is a toon shader :P) but I really fell in love with this render and would love to use it for my project.

Concept of material for blender

Key Aspects

  • Bold jagged outline: Preferably reacts to light where it becomes thicker at shadows and thinner at light.

  • Cell Shading: I know this to be a Toon Shader :P

  • Halftone: Just to blend the colours together?

  • Hatching: Preferably this is also included within the shader. They're more blending to the colours and they add that bit more visual appeal? (And it's just a bit different from slapping halftone on everything, but I can do without :))

Anything replicating or inspired by this concept would be great! Or just any tips? I would take this Substance Painter, but as I said, the material would preferably react to the light within the scene.
