How does the Chrome Web Store “Featured” badge get assigned to an extension, and can developers apply/request it?

I’ve noticed that some Chrome Web Store listings display a “Featured” badge (or appear as “Featured” in certain Chrome Web Store surfaces/collections).

I’m trying to understand how this works from a developer perspective:

● Is the Featured badge assigned automatically (e.g., based on installs/ratings/retention), or is it manually curated by Google?
● Is there an official program / application / request process for developers to be considered for “Featured”?
● Are there public criteria or guidelines (e.g., quality, UX, security/privacy disclosures, MV3 compliance, performance, store listing quality) that increase eligibility?
● Is “Featured” the same as being included in a Chrome Web Store collection, or are these separate things?
