I have a class library project targeting .net standard 2.0 that I pack into a nuget package; we'll call it Package.A.
Inside of the project, it has a folder called Special with the following folder + files/folders in that folder:

`-- Two.dll
The goal is that when any consumers referencing Package.A are built, the "Special" folder and all its contents are put in the build output folder of the consumer.
I've tried creating a .targets file like so:
And in the .csproj (newer sdk format) of the Package.A project:
But when referencing the package and building, I do NOT see these files in the output. I do see the "special" folder appear in visual studio under the consumer's project as a, what I'm assuming is, a virtual folder.
What am I doing wrong here? Is this not the correct way to handle it?
