I would like to stick some permanent Gradle settings (e.g. pluginManagement section) in ~/.gradle instead of per-project settings.gradle. Is there a way to do so, like there is ~/.gradle/init.gradle to be run to tweak every project's config?

Update: I've noticed that pluginManagement should be the first thing in settings file, which means a generic settings tweaker might not work. What are tractable options of changing plugin repositories list system-wise?
