How can I make it so uploaded files to my local server can be viewed or opened through windows file explorer under an administrator account?

Apparently its because I'm not the owner of the file created by the apache service.

Seems odd that even as an administrator I can't open it or see it. This only happens with uploaded files. log files etc. are fine.

Uploaded files have on the property->security tab only have SYSTEM and Administrators while the folder these files reside in have Authenticated Users, SYSTEM, Administrators and Users.

I've spent long time searching for solution. Any help is greatly appreciated.
